Binaural sounds do what?

The whole concept of binaural sounds still get me. So correct me if I'm wrong:

Just like every organ or system in the body tune to a frequency, so does the brain.
The frequency of each organ or system is called the dominant frequency.
Once an organ is tuned to a dominant frequency it will follow a frequency shift.
Thanks to the EEG we know that the brains' frequencies change at different levels of performance.
Binaural beats are dominant frequencies of the brain, like the purr of a cat is the dominant frequency of bone.

Like I said, it still gets me.
